The Kinetics Business Area is the fastest-growing business area in the Defense Sector, delivering hypersonic and cruise missile solutions that are reshaping the modern battlespace. In this role, you will identify, shape, and help capture new business across the Navy and USMC for maritime, air launched, and ground-based cruise missiles

The BD Manager reports to the VP, Kinetics Growth and works closely with capture, technical, program, and pricing teams. You will be the day-to-day face of Leidos to Navy and Marine Corps program offices, warfare centers, and requirements organizations, building the relationships and market insight that turn early opportunities into winning pursuits.

PRIMARY RESPONSIBILITIES:

  • Development and execute the Navy and USMC cruise missile growth strategy in line with Kinetics Business Area and Defense Sector objectives.
  • Identify, qualify, and shape new opportunities from early customer engagement through RFP release, and hand off qualified pursuits to capture.
  • Build and maintain customer relationships across PEO Unmanned Aviation and Strike Weapons (PEO U&W) and its strike weapons program offices, NAVAIR, NAVSEA, Naval Air Warfare Center Weapons Division (NAWCWD), Naval Surface Warfare Center Dahlgren, Office of Naval Research (ONR), and OPNAV.
  • Build and maintain Marine Corps relationships across Marine Corps Systems Command (MCSC), PEO Land Systems, Combat Development & Integration (CD&I), and the Marine Corps Warfighting Lab.
  • Develop customer engagement plans, call plans, and opportunity profiles; record customer insights and pipeline data accurately in the CRM system.
  • Track Navy and USMC budgets, requirements, and acquisition strategies, including the FYDP, budget justification books, and service strategic plans, to find and time opportunities.
  • Gather competitive and market intelligence on cruise missile, maritime strike, and long-range fires competitions to inform bid/no-bid decisions.
  • Identify and recruit teaming partners and suppliers in airframes, propulsion, seekers, and launcher integration.
  • Support capture managers with win strategies, black hat reviews, win themes, and proposal reviews.
  • Partner with engineering and program leadership to align IRAD investments and solutions to emerging Navy and USMC requirements.
  • Support pipeline reviews, gate reviews, bid agenda development, and annual operating plan inputs.
  • Represent Leidos at industry days, symposia, and government forums such as Sea-Air-Space, Modern Day Marine, and the Space and Missile Defense Symposium.

BASIC QUALIFICATIONS:

  • Bachelor's degree and 8+ years of relevant experience supporting DoD programs or relevant military service; Master's degree with 6+ years also qualifies.
  • 3+ years of experience in business development, capture management, or program management for complex technical programs.
  • Demonstrated understanding of cruise missile or tactical missile technologies, such as airframes, turbine propulsion, seekers and guidance, warheads, launcher integration, or test and evaluation.
  • Working knowledge of Navy or USMC acquisition organizations, budgets, and requirements processes.
  • Experience supporting competitive pursuits that resulted in contract awards.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and DoD acquisition policy.
  • Strong written and verbal communication skills, including briefing customers and internal leadership.
  • US Citizen with the ability to obtain and maintain a TS/SCI clearance.

PREFERRED QUALIFICATIONS:

  • Bachelor's or Master's degree in Engineering, Physics, Aerospace, or a related technical discipline.
  • Existing relationships with Navy strike weapons program offices, NAWCWD China Lake, or MCSC and PEO Land Systems.
  • Experience with Navy or USMC programs such as Tomahawk, LRASM, Naval Strike Missile/NMESIS, or other long-range and maritime strike weapons.
  • Prior U.S. Navy or Marine Corps experience in aviation, surface warfare, fires, ordnance, or acquisition.
  • Experience with OTAs, CSOs, rapid prototyping, and prototype-to-program-of-record transitions.
  • Familiarity with low-cost and attritable munitions and affordable-mass strategies.
  • Formal Shipley capture and proposal training or an equivalent capture methodology.
  • Active TS/SCI clearance.

CLEARANCE REQUIRED:

  • Must be able to obtain and maintain a TS/SCI security clearance. Active Secret or higher preferred; active TS/SCI strongly preferred.
